Play with it some more man.

Insert it all the way, see if it boots. If it doesn't it slide it like a millimeter out. These things can be finicky.

funny story when I first got my Castlevania 4 SNES cart years ago I thought it was busted too, even after cleaning I would just see a black screen, turned out I just needed to wait a few more seconds for the Konami logo to appear :oops:

Try backing it out so that the switch lock just barely scoots by the card, sometimes a smidgen isn't enough. I have several TG and PCE games that do this.

+1, in fact I think my copy of Splatterhouse has a similar issue.
