Looks like people want to vote on a list of ideas. So you come up with a list of ideas. Top voted idea is the theme. Probably also means picking themes that include accessible ways to participate, and/or pointing them out as suggested ways to join in. That seems the logical choice, don't want to overwhelm people with voting threads. Also don't want conflicting voting threads for attention. Yeah if nothing else, spread them out a bit.
