So glad you mentioned Car Battler Joe, but lets not forget Final Lap Twin for the TG16. Its RPG hybrid racer but when you battle against an opponent it's racing instead of fighting. You can also mod/tune up your car with parts and find them in towns or maps.
And Micro Maniacs (Fox Kids) for PS1 is a cool different racing game.

Definitely do pick it up, my uncle gave me his turbo back in his younger days and my childhood days with a ton of games and this was one of them. I already had the RPG itch during that era playing FFMQ, FFIII so when I discovered this then I was hooked. Fast forwarding to the last couple of years when I remembered the game again I had to start collecting for the TG16 again, needless to say its always been one of my favorite games.
Car battler joe I found out about while trying to find another game like Final Lap Twin!

Gallop Racer is excellent and has plenty of ports. Gallop Racer 3 is a particularly good one. Stakes Winner 1&2 on Neogeos, and Battle Jockey on the SFC are more like a "kart" version of horse racing.
I will third Final Lap Twin, it is simply excellent.
Enviro Bear is super bizarre, but may be too weird for me.
