Their are way too many versions and I honestly don't understand them all. What type of system would I want to consider if I was mainly wanting to play a Turbo/PCE EverDrive on it along with whatever games I could find locally or cheap on Ebay (preferably something with analog input or better)? Would I still need a region switch for it? I've seen the CD prices and despite the solid games available I don't know that I want to go there. Thank you.

Lemme see if I can break this down... What do you want to play? Click the spoiler for what systems you can play it on. Turbo Everdrive can be played on any system, it has a switch to tell it if you're playing it on an NA or JP system.
NA hucards - 94 games:
JP hucards - 280+ games:
SuperGrafx hucards - 7 games:
Any region CD-ROM^2s - 115 games:
Any region Super CD-ROM^2s - 302 games require it , 2 more have upgrades over regular:
Arcade CD games - 12 games require it, 19 more have upgrades over Super-CD:
LD-ROM^2 - ??? games:
Disclaimer: All # of games come from Wikipedia, and some counting on my part in the case of CD games since they're not separated on their lists. I am not willing to bet my collection that all of these answers are correct, but I am reasonably sure (on what works with what at least -- the # of games, screw it all wiki'd).

You are forgetting that there is also a TG-16 PAC for the LaserActive. Rarer still than the PC Engine one, it is, but it exists.

I broke out my modded Duo-R last night for some Blazing Lazers and kind of re-hooked myself on the console.
Of course hu-card are very expensive to collect. Is there a flash cart out there? Can anyone direct me to how this would work? Would the games save on the internal memory (if that's a thing) on the console (like high scores)?

There's also another single-ROM flash card that's about $50, though the maker has had a few issues with some of them crapping out and needing replacement. Works fine with my modded Duo. Well, it did. I need to get it replaced because it stopped working...

That only applies to the switchless mod in the Turbo Express/GT. The Everdrive has a switch for TG-16/PCE. You just set them both to the same region and play.

Yeah I've never had issues with my Turbo Everdrive, but my region mod is a physical switch, no ICs or chips or anything like that.
