I know this is a month old now, but did you resolve this? I have a PAL Dreamcast and PAL version of the game. Want me to check mine?

No, not resolved yet. Please do check your copy, that would be awesome! I have been planning on buying a new console.

Ok, I've tested it. It's a PAL Dreamcast, connected by VGA and a PAL version of the game.
I'm afraid the narration and sound is absolutely fine in the cutscenes in my version.
Also you disc looks genuine and is identical to mine.
