It's a fine line to walk - sequels need to iterate but devs want to re-use assets when possible to keep the work load manageable.
I'll still buy RCG2 though. I never held this issue against the Megaman series, so I'd be wrong to hold it against RCG.

Every NES Mega Man after MM2 was DLC for MM2.
