By definition, a game is just a set of rules for a competitive event that is meant to be engaged in for fun. This is ultimately opposed to art. Art is not bound by rules. Art is not a competition. Art is not required to be fun. Art is expression of something more meaningful, whether that be personal or universal. But art is not a game.
Therefore, video games are not art. They borrow visuals, music, storytelling, and cinematics from other arts, but the games themselves are not art and can never be art.

You know, I've seen that movie a bunch of times, and always enjoyed that scene. But it wasn't until you posted that gif that I realized there was also a terrible joke where they're in the "Supplies" room and say "Supplies" because they're using the Japanese Rangrage.
