Figured it out. Opened up another one and there were 2 of them sitting on the bottom shielding.

I just disassembled my DC console to put it in a 3rd party clear shell and this small, square rubber piece fell out. Does anyone know where it is supposed to go?

I prefer the bigger looking characters of the Saturn versions. Also the remixed soundtracks on Alpha 1 and 2, extra modes on 3, and the Saturn controller. The only thing I miss from the PS2 disc is the dip switches and no loading.

I doubt they changed anything. They just repackage the same thing again and again.

The newest chips (Phantom or V3) works with any version and any region console, so it doesn't matter anymore.

I installed a V3 into a model 1 VA1 Saturn and it works fine. You just plug in the ribbon cables and solder 1 wire to the power supply.

If the cart slot doesn't detect the cart, pushing the cart all the way in then pulling it out slightly (a few centimeters) always works for me.
