I played the first couple Toshinden games a fair bit - the first one was one the best rated launch titles for the PS1. They were fine at the time, it's going back to them after having more evolved titles that really shows how bad they were.

I don't think they're as bad as people say, that includes the enhanced Saturn versions that people say are even worse.
Tamsoft should Consider reviving it, The last time they tried it got lost on the Wii. A new one with guests from Onechanbara and Senran Kagura could do alright.

I really enjoyed the first Toshinden. I actually had no idea the Wii reboot existed. Wow.

My high school had an after school game room. We often had Toshinden and Virtua Fighter going side by side. Toshinden had more takers because it looked good (for the time) but mechanically it fared really badly in comparison. Like, using Ellis and weak crouching attacks you could completely lock down your opponent broken.

I kind of doubt Tamsoft would succeed in making a fighting engine that'd be competitive in the modern landscape. For all that the marketing department liked Sophia, Toshinden was trying to be a general fighting game competitor, not just cater to the anime tiddy niche like...basically everything Tamsoft makes now. You take that aspect away, and their games don't offer much.

Since they've had crossovers with DOA already though, maybe the better route would be a DOA X Toshinden type thing in the future, with Tamsoft doing a more expanded crossover title that fits their modern portfolio better.

Not for Toshinden, that I know of. DOA5 had Senran Kagura costume packs, and DOA characters have in turn shown up (at least as DLC) in Senran Kagura games.

I never tried Street Fighter EX. Was it bad like I remember reading?
