Daughter wants all the 2nd/3rd/4th gen games starring penguins. I made a list of ones I already own or plan to get.

Pengo (various platforms)
Pepenga Pengo (absurdly expensive)
Binary Land (Famicom)
Doki Doki Penguin Land (SG-1000)
Penguin Land (Sega Master System)
Penguin Land (Game Boy)
Penguin Wars (Game Boy)
Thin Ice (Intellivision)
Penguin Adventure (absurdly expensive)
Amazing Penguin (Game Boy)
Arctic Adventure: Penguin & Seal (Sachen game, can't find it, too rare?)
Yume Penguin Monogatari (Famicom)
Antarctic Adventure (ColecoVision, Famicom)

Am I missing any? I only want games that are explicitly penguin-y. No "Well.... King Dedede is a penguin" type stuff.

They're not exactly main characters, but Marvelous on the SFC has those blue and pink penguins that 90's Japan seems so in love with. They're in a scene on the 2nd or 3rd island I think.

Just about all the Parodius games have Pentarou and Penta the penguins as playable characters as well! They're a staple! Many have penguin bosses and normal enemies as well :D

I don't know a lot about the franchise yet, but the game Hebereke's Popoitto is a puzzle title that stars a chibi white penguin.

There are a ton of other games too -- and not all puzzlers -- which all involve Hebe the Penguin in some capacity. Worth checking out, especially with your language skills!

Attack of the Mutant Penguins on Jaguar. tho the game is pretty awful....as most Jaguar games are.

Just for kicks, I did a search for "penguin" in my VGM library, and came up with just one game I don't think is on your list:

Pingu: Sekai de Ichiban Genki na Penguin, Game Boy

As a side note though, Amazing Penguin (Osawagase! Penguin Boy) got really high marks, according to this video reviewer.

Parodius franchise has a penguin as a ship choice. Pentaru I think is the name.

Travel Epule for PC engine has kids dressed up like penguins as the main characters

The main character of Hebereke, the Japanese version of Ufouria, is a (slightly odd looking) penguin. He's a snowman or something in Ufouria though, so you'd want the Japanese version:
