Yes, it is called Advanced Daisenryaku. Its like a step between Advance Wars and ASL. It has an English patch, but sadly multiplayer is available only via modem.

At least one of the Daisenryaku games made it out over here for PS2 I believe.

One of my favorite manga artists. The Langrisser and Growlanser art is amazing.

I guess this is supposed to go to the unpopular opinions thread but what ever:
I don't see anything special in that modern generic anime look. I have no idea how characters that are superficially so colorful (hair&eyecolor, weird hairdstyles&clothing) can look so dull and monotone. All the art of those 90s games look fine to me, but Growlanser is just uninspired and plain in my eyes. Might have something to do with the fact that I find 1990s cartoons and 2D games beautiful, but 2010s cartoons (flash animation) and indy/mobile games unappealing. Well, maybe not unappealing, but they're not visually pleasing the same way. Overall neatness/flawlessness and candy color schemes are probably contributing factors.

I think the modern anime and old-school anime looks are both fine. There are exceptional examples and really terrible ones. Maybe there were more good ones in the past, it was before my time

A great anime fusion style from 2000:

I actually got an 8x12 Shinkiro print of Kyo from KOF that I meant to frame. Couldn't tell you where it is now. At the parents house somewhere if anywhere. It's basically the below image but with a black background and the top left has text like a poster for the KOF tournament (tournament title, then character names in small letters).
