I think the lack of localization on Cooking Mama 2 is a cheater for that list. Because that's reasonable voice acting for a non-native speaker.

Is it just me, or does Dr. Light sound like a bad Jackie Mason impersonator?

Lol, I love Grandia but I always laughed how stilted the VA is. For II they got some actual vets and a lot of MGS VA talent. For the most part was fairly well done. I also find it funny Ys 1 on TGCD has some of the first if not the first VA in a game,(not counting FMVs) and it was pretty good. Then Ys III comes around on TGCD and it's about the quality as we see in the video.
