I don't know how much I can say, at least of my opinion, without going into a political discussion, which is now banned (but considering pretty much everything in life is inherently political - even the loot crate debate - I don't know how we can avoid it really). But to answer your question, yes it is censorship of the internet and yes , that's exactly what our Government are doing.
In a couple of months, all porn sites that don't comply with a new law will be blocked too. The new law means that pornographic websites must feature a new age verification tool, that is currently being developed by the Government in conjunction with the owner of Pornhub, which would make it impossible to access pornographic websites without credit card verification to verify age. Any adult sites that choose not to, or fail to comply and use the age verification tool, will be blocked (I foresee the use of VPNs rising yet again).
So that's torrent sites, file sharing sites, other illegal sites and now porn sites that will be blocked.
Other internet controls include the fact that our entire internet history is now retained for 12 months, held by ISPs and accessible by Government bodies and law enforcement without the need of a warrant, as long as they have 'legitimate' reasons to access the history. e.g. If they suspected someone was potentially involving themselves in terrorism or planning an attack. At least that's how they sold it to the public. It's for our protection... hmm. Then there's the time, our Government wanted to block encryption and any app like Whatsapp that uses it for communication (I think they may have been successful with that one... I can't remember). Do you understand what kind of inept, technologically incompetent fools we have in our Government now? They wanted to force companies like Apple and Google and whoever else to stop encryption for its customers or provide a backdoor for the Government (essentially rendering the protection void, since if there's a backdoor available to the Government, well it's available to anyone with the know how).
And then there was this in the Government's 2017 Election Manifesto...
