I don't know if any one answered your questions regarding repro games. The boards for a repro game are usually similar but slightly different. Mostly because they have certain donor boards from other games which aren't 100% identical usually. The chips used are usually those that can be re-flashed and will have a little window on the top of the chip with tape over it from being exposed. I looked in to how to make them and it seemed like the info was kind of tough to find and pretty complicated.

I'm not sure it would be possible to get the normal chips that can be flashed like the factory ones. It might be an excessive amount of work to get something that looks identical.
