Yep this was my takeaway as well. Bit of a shame (IMO), but I can understand that it would likely over-broaden a category that's already pretty broad. On the positive side it's definitely an opportunity to evaluate titles I would never have considered otherwise.

As I understand the rules:

Game has to have been released between 1990-1999.
Game must include at least one instance of Full Motion Video containing a live human actor(s).
