Probably not until 2015 when the PS1 patients expire. No CD based system before that has enough of a fan-base for pirates to copy. Also, CD games are non solid state and would require a lot more money to develop. Clone manufacturers hate development costs and cut any corners they can. Finally, people have nostalgia for cartridges much more than they do CDs. I kinda doubt that a clone PS1 would be as popular as the clone NES and SNESes that are out there now.

I would assume a CD-based clone system would essentially be a linux box with CD-ROM drive and emulator(s)

I'm skeptical of if anyone would bother making a mass-market Saturn Clone. PS1 for sure, but Saturn? I don't think there's enough of a fanbase to warrant it, just as how there is not enough of a fanbase to warrant a Sega Master System clone. Now there very well could be (in Brazil) clones of the Master System, but I'm talking about the massive numbers the clone Famicoms are in.

This is getting a little off topic off the RetroN 3 through.

The bottom line is the The Retron 3 is pretty much a Genesis and SNES in one with great compatibility that also includes a bonus NOAC Famiclone for occasional NES gaming.
