Very very cool extremely rare find! I wonder if there is a way to temporarily region unlock by cutting or jumping a PCB trace inside? It would kill the value, but then again be cool to play the Japanese 64DD games you own since it appears to be an early "test to go" retail unit. An inconspicuous toggle switch mounted in back to select U.S. or Japan.
Maybe one day you might come across that developer board to unlock the U.S. 64DD developer disk? There might be a chance the decades old floppy drive head is dirty or out of alignment or perhaps (hope not!) that floppy disk are damaged? A case of a forgotten precaution way in the past, be sure to keep both away from any magnets or todays portable radiating devices.
