They do, but it's still a smaller colour palette than on the actual GBC system. And it's only on backwards compatible GBC carts too, as GBC only games don't work with the Super Game Boy at all.
I'm also fairly certain the GB Player uses the full GBC palette for GBC games. No borders for Super GB compatible stuff though.
