Level 4 of GITS for PS1 is a water level. Though are you only looking for side scrolling stuff?

Thanks for the help guys, but I eventually just decided to make my own. It's actually made from parts of the Dungeons & Dragons games that Capcom made.

Nah, it's OpenBOR. I needed it for one of the stages.

Awesome! I'm glad I stuck around watching this thread. I hadn't heard of OpenBor, but there it is in application repository.
