How does PS3 look on a UHD TV? PS4 question bonus round.

720p/1080p, being evenly divisible, is supposed to upscale well to UHD but i honestly have no idea. PS3 has always looked kinda ass to me on a 1080p TV/monitor. When i am not playing PC, or emulators on PC, I am usually playing PS3/4nonpro or sometimes 360. I will be buying a new TV soon. Nothing crazy. Budget TV i guess you could say. The options for a decent 'bang for your buck' 32-40 inch 1080p are getting smaller by the day. They are all mostly UHD now. UHD isn't really something i have ever been excited about. Even after watching UHD content on an LG OLED TV at my parents place. Ooooo shiny! Pretty meh really. Never been super impressed by res jumps since seeing my first Bluray on my first 720p set. Is UHD better than 1080p? Sure, if you are sitting closer than 8 feet. Worth it? Meh, when you get around to it. HDR is another thing altogether though! That might be almost as big a jump as when we went from black and white to color IMO (when properly fleshed out). I can't justify the price for that just yet. Waiting for the "perfect" shut up and take my money OLED to appear before i dump 5k into a TV. So, i'm torn. UHD is going to be the new resolution for the next few years. 8k is already being worked on. But all my non PC games are "1080p"/720p/480pi/240p. Maybe i will just buy a cheap 32-40 inch 720p set to last me another year.
Bonus round! Does the PS4 actually downscale to 720p when you set it to 720p? Or does it want your TV's (more than likely shitty) scaler do that work?
