You don't need to be offline.
I don't want to be online every time I play a game.
It can sort of depend. 360 digital content licenses are "bound" to a particular console - typically the one you bought them on, but they can be transferred. If you're on that console, then they can be used offline.
You can also use them on other consoles when online and logged in under your XBL account.

Oh shit, that was a typo on my part. I meant to type "You don't need to be ONLINE." You CAN play them offline. Sorry, that was my fault.
It's ok. I thought it was sarcasm, but I still stand by my statement. Glad to see it's changed though, because it's stopped me from considering some games. I only have I Made a Game..., but there's others I would've bought if I had known they changed their policies.
News of this shutdown is really hurting my wallet this week. I picked up the following so far(Indie games still up as I type this at 5:30 Oct 7th):

It's surprising to learn the caliber of talent behind some of these games, like a former Insomniac employ on Weapon of Choice or Yuzo Koshiro on Protect Me Knight
