It can sort of depend. 360 digital content licenses are "bound" to a particular console - typically the one you bought them on, but they can be transferred. If you're on that console, then they can be used offline.

You can also use them on other consoles when online and logged in under your XBL account.

It's ok. I thought it was sarcasm, but I still stand by my statement. Glad to see it's changed though, because it's stopped me from considering some games. I only have I Made a Game..., but there's others I would've bought if I had known they changed their policies.
