If they don't have a location noted either then yeah I'd just decline and ignore. I've never sold, but I'd see if you can block them from even doing BiN on the listing.

Ok can someone tell me a mostly painless way to take pictures and put them in the spoiler tags? I take pics with an iPhone, they're way too big, then I have to do a big song and dance to resize and/or crop them. At that point I don't know how to put them in the spoiler tags anyways.

I think most of us use an image hosting site (photobucket, imgur, etc). Most of those have editing tools and I think some can resize as you upload.

How to put an image in spoiler:

You can just use the buttons. Paste the link to the picture, then highlight it and click the "Img" button at the top, then make sure all of that is highlighted and click the "spoiler" button. Or if you want to just make something a link to a picture, type your item name, highlight that, click the "URL" button, then inside the first tag that says "url" with square brackets, add = and the link right after url inside the bracket.

Also, when in doubt, find a post of someone that did it already and click quote and you can see the code in their post.
