I saw one for sale for about 10k on ebay, but that didn't sell. It's gonna fetch a good price at the minimum.

This is sealed tho. So if it's just the cart then quite a bit less than this, also condition is a big factor. How worn is the label. Did someone write their name on the cart? Doe sit have rental stickers etc...

He said its complete with controller

You should get in touch with JJ Hendricks of JJGames and Pricecharting.com. He might have an idea of its worth as he collects super rare video game stuff like that. He may even make you an offer or get you in touch with someone looking to buy. Pictures would help a lot too.

That ebay listing doesn't add up. Back in the day when I cared more about this stuff (3+ years) that game sealed up in pristine shape without the big bike controller as worth more than that. The thing is, it wasn't the true money shot. That would be the combo cart with Mountainbike+Speed Racer for the SNES and it got into stadium events level insanity/stupidity(depending on your view) if the bike hardware was included.
