How to get forbidden NES games on PAL Animal Crossing?

I've tried for a while to get the forbidden NES games on Animal Crossing, but always to no avail; whenever I've entered the correct codes it always came up with something like "This code is not for this game" and using them with files through NeoGamma never helped either, so could I just download a save file off of the internet onto a NGC memory card or something like that?
