I could be wrong but I think I remember that cabinet from the Nintendo Power Fest 1990, They were used as demos at the show.

It's could be an in store display case, or the cabinet for the arcade machine they released, which was basically a SNES with 6 games to choose from including F-Zero, Super Tennis, and a few others that I can't remember.
