Yakom, I think you're talking about EZ-Outs. I had a bolt shear off inside my moped engine block. You drill a small pilot hole into the screw, then hand turn the spiral shaped EZ-Out ino the hollowed screw to set it, then jsut turn it back out the other way. Works perfectly. I'd try that.

It's the pcb on the power supply expanding under heat.
Just take your dreamcast apart. get the power supply pcb out (it's the one with the power cable going into it). Remove the screws attaching it to bottom of case and gently slide it off the 4 pins that are connected to the motherboard. Now pull those pins gently towards the back of the case so that they make better contact with the power supply. Put it back together and problem solved .
