In the words of grumpy cat, NO.

Those are modern 3D action-adventure games. Seems to be a million of those. I was thinking of stuff that looked like this......

.......with an experience system.

Seems to be a short list?

I'm telling you, Bone. Look up Ninja Boy II, Little Ninja Brothers, and the rest of the "Super Chinese" game series.

I have owned Super Ninja Boy for years and have still not beaten it.

I really need to get around to that.

There's still ways to get some unlisted games. Sometimes places like Gamestop or Amazon have codes. I also recently found out that Turtles in Time Re-Shelled can be acquired off of the Hong Kong PSN store if anyone is willing to make a Hong Kong account

Also, there was talk from the creator of Scott Pilgrim that he has interest in a PS4 re-release, preferably with a physical disc to go with it, which would likely be made in limited quantities obviously

I'm racking my (limited) brain and can't come up with anything else, the closest is Super Adventure Island 2, but that doesn't have a leveling system and is more of a platformer

What about Dragon View (SNES)? Does it count?

I will absolutely second that choice, and I'm not entirely sure why I haven't mentioned it already! Definitely one of my favorite games on SNES. It skews more towards ARPG than beat-'em-up, but it's definitely got the belt-scrolling combat going on.

Of course, if Dragon View counts (and it should, dang it), then so should Legend of Mana on PSX. It also introduces belt-scrolling combat to the series, and while that might have drawn the ire of series fans, it's still a good (if narratively disjointed) game.
