Updated to reflect suggestions above after a little research. I am going to keep this as a list of games with RPG like qualities, so a loose interpretation.
Need Hexyz Force and Class of Heroes 2 for a complete PSP RPG Set.....let me know your price!!!!

Some of them are action-RPGs. All got USA releases.

Pirates is a bit more Metroidvania, if memory serves. Advance Guardian Heroes has RPG elements, but they're light at best. Flash definitely doesn't belong, it's just a brawler. I think one could make a case for Car Battler Joe for sure. I vaguely remember those Medabots games, but I can't remember how they play!

I was actually thinking of a different Pirates game, Dead Man's Chest.

If we are including the Metroid-likes as ARPGs, then add the two Shaman King games.

That;s an interesting question, and I think I'd need to spend some time to truly define it. I certainly don't think that just having a level up system defines something as being an RPG though. To me that definition is way too broad and includes too many games that play very differently from each other.
