After much deliberation, I have (probably) settled on:
Monster World IV
Light Crusader
Contra: Hard Corps
Rocket Knight Adventures
Surging Aura
Rockman Mega World
Ranger X
Rent a Hero
Ristar
Crusader of Centy
The scary thing to think about is the number of games that could potentially be on this list that I still haven't played.
I think we had a discussion about this in the racket slack chat recently. But here is mine as of today, I think it could easily change day to day im order.

It's much more of a deep cut for an RPG enthusiast. Buck Rogers is something that would get passed over by most folks, but if you get into it, it's worth it.
I guess I will give the list a try:
1. Streets of Rage 2 2. Shining Force 2 3. Phantasy Star IV 4. Castlevania: Bloodlines 5. Comix Zone 6. Street Fighter II: Champion Edition 7. Splatterhouse 3 8. Gain Ground 9. Flicky 10. Golden Axe II
I was never heavy into the Genesis, so most of these are probably obvious choices or oddballs based on my tastes.

Atomic Robo-Kid Castlevania Bloodlines Gunstar Heroes NHL ‘94 Rocket Knight Adventures Sonic the Hedgehog 2 Streets of Rage 2 Super Fantasy Zone Thunder Force III Wonder Boy in Monster World
Of these, Gunstar Heroes is easily the very best, and it is the only Genesis game I have ever truly loved. Admittedly, however, there are a lot of games for the system (e.g., Herzog Zwei, PSIV, Ristar, etc.) that I haven’t really played enough to appreciate.

It's not for the gameplay i assure you, it's purely the music, aesthetics and just plain fun of beating up people with dance as Michael Jackson. I always have a huge grin on my face when I play this game, and it's so short that the charm doesn't wear off as you play through it.
